Enchantment of New Mexico Board of Directors

PRESIDENT | Carmen Luttrell MSN, RN

Carmen is a proud native of North Albuquerque, New Mexico, and has been a dedicated nurse for over 25 years. Her diverse nursing career spans from clinical staff roles to executive leadership positions, with expertise in nursing education, pediatric intensive care, and leadership in both acute and primary healthcare settings. Carmen is a certified Professional Coach, having completed her training through the Regional Institute for Health and Environmental Leadership’s Certified Coaching Program. She is also a Qualified Administrator of the Intercultural Development Inventory, specializing in coaching individuals and organizations to enhance cultural awareness and competency. Carmen holds a Bachelor of Science in Nursing from the University of New Mexico and a Master’s degree in Nursing Education and Administration from the University of Phoenix.

PRESIDENT ELECT | April Tafoya DNP, MSN, RN, NC-BC

April has a diverse and extensive background in healthcare, beginning her career in 1998 as a Certified Nursing Assistant (CNA). She advanced through various roles as an Emergency Medical Technician (EMT), from EMT-Basic to EMT-Intermediate, before transitioning into nursing. Currently, she works as an Emergency Department nurse and serves as faculty at a prominent university in New Mexico. Her professional interests include both emergency and holistic medicine, and she also serves her community as a curandera, offering traditional healing practices. April is the educational coordinator for the Emergency Nurses Association and has been actively involved with several nursing organizations, including the National Association of Catholic Nurses and Sigma Theta Tau, where she previously served as treasurer.

TREASURER | Angelina Flores-Montoya PhD, MSN, RN

Angelina is a Research Consultant with 25 years of nursing experience, specializing in education, workforce research, and the care of older adults. She has held roles in healthcare, higher education, leadership, and health policy both in New Mexico and beyond. An active member of numerous professional organizations, she previously served on the board of MANA de Albuquerque. Angelina earned her Bachelor’s and Master’s degrees in Nursing, as well as a PhD in Nursing and Health Policy from the University of New Mexico, where she was a Robert Wood Johnson Foundation Nursing and Health Policy Fellow. After several years in Washington, she returned to her home state of New Mexico, where she is also a small business owner and enjoys spending time with her family.

SECRETARY | Monique Torrez BSN, RN

Monique Torrez is a Nurse Educator at the University of New Mexico College of Nursing and is currently pursuing her Master’s in Nursing. Originally from Phoenix, she made New Mexico her home 14 years ago and has embraced its rich and diverse community. Monique is passionate about addressing the unique challenges within the nursing profession while finding fulfillment in serving others. She is excited to be part of this new chapter and looks forward to advancing the representation of Hispanic nurses and celebrating their culture.
